Kelly started work in August of 1993 with Weather Modification, Inc. (WMI), Fargo Jet Center's sister company, where he was an Aircraft Mechanic and Radar Technician.
He has a degree in Electronic/Aviation Technology and has his FAA Airframe & Powerplant (A&P) Mechanic's License, FAA Repairman License, and his Federal Communications Commission General Radiotelephone License.
